750,000 Alabamians Lose SNAP Benefits Amid Government Shutdown

The state of Alabama will see a significant disruption in Supplemental Nutrition Assistance Program (SNAP) benefits as the federal government shutdown continues. The Alabama Department of Human Resources (DHR) confirmed that the U.S. Department of Agriculture (USDA) has paused these benefits, also known as food stamps, effective November 1.

Impact on Alabamians

Around 750,000 residents of Alabama rely on these benefits for essential nutrition. They receive over $140 million monthly to help support their food needs. Given that about 15% of Alabama’s population is enrolled in SNAP, this pause will have a significant effect.

  • Approximately 70% of SNAP participants are families with children.
  • 40% consist of people with disabilities or older adults.
  • Over one-third are working families.

Alabama DHR Commissioner Nancy Buckner emphasized the importance of these benefits, stating that they are entirely federally funded and under the control of the USDA’s Food and Nutrition Service (FNS).

Current Operations and Services

Despite the suspension of SNAP, the Women, Infants, and Children (WIC) program remains operational. According to the Alabama Department of Public Health, all WIC services, including benefits issuance and nutrition education, continue without interruption. ADPH has adjusted the frequency of benefit issuance to support program participants during this challenging time.

Federal Decisions and Funding

The USDA recently decided not to use its contingency fund to finance SNAP for November. The contingency fund contains roughly $6 billion, which is insufficient as the monthly cost for SNAP runs about $8 billion. This decision comes after Congress failed to resolve the federal shutdown, which began on October 1.

Individuals can still apply for SNAP benefits during the pause. Current recipients are required to recertify and submit necessary documentation as usual. This process is crucial to ensure that recipients can access their benefits promptly once the suspension is lifted.

Feeding Alabama, the state’s coalition of food banks, encourages individuals needing assistance to access their Food Finder tool to locate nearby pantries. This resource can help those facing food insecurity during this temporary suspension of SNAP benefits.
