New Driving Test Changes Impact Learner Drivers, Instructors Starting May 12

Significant adjustments to driving tests are on the horizon for learner drivers and instructors, beginning May 12, 2026. These new regulations only pertain to car driving tests, leaving other categories unaffected. The primary change will be that learner drivers are now required to book their driving tests independently through GOV.UK.

Key Changes in Driving Test Regulations

Under the new law, instructors will no longer be able to make test bookings for their students. Learner drivers must select a test center they aim to use and are permitted to reschedule to nearby centers only. It is essential for drivers to consult with their instructors to ensure they are adequately prepared before attempting the test.

Booking Procedures and Regulations

  • Use the instructor’s reference number when booking.
  • Choose a test date when you are realistically ready.
  • As of May 12, 2026, it is illegal to change, cancel, or swap a driving test for someone else.

While you can assist friends or family in booking their test, they must be present during the process. It’s imperative that the learner completes as many booking steps independently as possible. Additionally, a driving test can only be booked after passing the theory test; however, no new theory test is needed when transitioning from an automatic to a manual license.

Requirements for the Driving Test

To successfully pass the driving test, candidates must demonstrate safe driving in a variety of road conditions while adhering to The Highway Code. There are no minimum lesson count requirements prior to booking a test.

  • Documents needed for the driving test include:
    • UK driving license
    • Theory test pass certificate
    • A compliant vehicle

Failing to present the correct documents will result in the test being canceled, with no refunds provided.

Impact of Waiting Times on Learner Drivers

Statistics indicate that, as of September 2025, the average waiting time for a driving test had surged to 22 weeks, a significant increase from the five-week average seen in early 2020. In a previous change, implemented at the end of March, learner drivers had their ability to amend test dates reduced from six changes to only two.

Future Booking Restrictions

From June 9, 2026, learners will only be allowed to move their tests to one of the three nearest centers, including the original test center where the booking was made. This change aims to streamline the process and encourage prompt test scheduling.
