Prior to his withdrawal, Hoekstra had already visited Washington earlier in the week. According to the U.S. embassy in Ottawa, he participated in the SelectUSA Summit, aimed at boosting foreign direct investment.
Ariel Pollock, a representative for Hoekstra, stated, “The Ambassador was in Washington this week with a business delegation for the SelectUSA Summit and got called to important meetings with senior officials at the White House today, so he couldn’t join.”

During this trip, Hoekstra highlighted that he was accompanied by the largest Canadian delegation in the history of the summit. He expressed optimism about U.S.-Canada business relations on his social media account, stating: “Anyone who says U.S.-Canada business ties are weakening isn’t paying attention.”

While Pompeo acknowledged the importance of Canada, he criticized Prime Minister Mark Carney for seeking closer ties with the Chinese government. He cautioned against trusting China, stating, “It’s very short sighted, because they will, they will sell your nation’s values down the river in two seconds.”
