IRCC Restores Job Offer Points in Express Entry Amid Reforms

Immigration, Refugees and Citizenship Canada (IRCC) has announced plans to restore Comprehensive Ranking System (CRS) points for job offers under the Express Entry system. This initiative aims to benefit candidates holding valid job offers and Canadian work experience in high-wage occupations.
Details of the Proposed Changes
The intention is to award points specifically to those with job offers. Additionally, IRCC is exploring how to recognize individuals certified to work in regulated occupations within the Express Entry framework.
These changes are part of a broader reform effort to enhance the Express Entry system. The IRCC’s departmental plan outlines priorities and plans for the next three fiscal years. However, specific timelines for these reforms have yet to be provided.
Importance of Regulated Occupations
- Many in-demand jobs in Canada fall under regulatory categories.
- Professionals in these fields must obtain certification from relevant regulatory boards, usually at the provincial level.
Background on Job Offer Points
Previously, in March 2025, Canada eliminated bonus CRS points for Express Entry candidates with valid job offers. This change became effective on March 25, 2025, after an announcement in December 2024.
Under the old system, candidates with qualifying job offers could gain an extra 50 or 200 CRS points, depending on the offer’s skill level. This significantly improved their chances of receiving an Invitation to Apply (ITA) for permanent residency (PR).
IRCC cited concerns over potential fraud as the reason for this decision, highlighting the misuse of Labour Market Impact Assessments (LMIAs). By removing these points, the government aimed to improve the integrity of the immigration system.
Impact of the Changes
Candidates who had relied on job offer points experienced a sudden drop in their CRS scores. However, those who already received an ITA or had a PR application in process were exempted from this change.
Interestingly, candidates without job offers found themselves in a relatively stronger position as their scores remained unchanged. Despite the removal of job offer points, valid job offers still hold significance in other areas of the Express Entry system, such as:
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
- Certain Provincial Nominee Program (PNP) streams
These proposed measures reflect Canada’s ongoing commitment to attract top global talent, as emphasized by Prime Minister Mark Carney’s immigration platform. As further details become available, applicants will have to stay informed about these significant reforms in the Express Entry system.
