Laguna Beach to Begin Permanent Forest Avenue Promenade Construction in February

The city of Laguna Beach is set to transform Forest Avenue into a permanent promenade, beginning construction in February. This decision follows the successful implementation of a temporary traffic diversion that allowed businesses to thrive during the pandemic.
Project Approval and Funding
This week, the Laguna Beach City Council approved a construction contract worth $5.5 million. An additional $350,000 will go to a local firm selected to oversee the project. Construction is anticipated to start in February, aiming for completion by summer.
Support for Local Businesses
City officials have emphasized their commitment to supporting businesses during the construction phase. Strategies include creating signage and pedestrian pathways to ensure accessibility. Tom Perez, the city engineer, noted that significant operations will occur overnight to minimize disruption.
Community Involvement and Concerns
The promenade project has been a topic of discussion in the Laguna Beach community since its inception in 2021. Councilmember Sue Kempf and Mayor Mark Orgill have been pivotal in facilitating a dialogue with local businesses and residents.

However, Perez assured that a flooding impact study, compliant with FEMA standards, is underway and will be publicly shared once finalized.
Design and Features of the Promenade
The transformation will involve removing curbs and sidewalks. Decorative pavers and unique landscaping will replace existing features to enhance the aesthetic of the area.
Kempf mentioned her dedication to personally overseeing the progress. “Mark and I will be down there every day,” she said, emphasizing the importance of supporting local businesses during construction.

The city has been proactive in integrating community input throughout the planning phases. Ideas from residents and business owners have been solicited to ensure the promenade reflects the desired vibe of Laguna Beach.
