Québec City Enforces Fireplace Rules with Thermal Cameras

Québec City has implemented new regulations to maintain air quality. The municipality is employing thermal cameras to monitor compliance with its fireplace usage policy. These cameras assist in enforcing temporary bans on fireplace use during episodes of poor air quality.
Temporary Fireplace Restrictions
Residents faced restrictions over the Christmas period in 2025. From December 27 to 29, they were prohibited from using wood stoves, fireplaces, and furnaces due to forecasted smog. This marked the third instance since the regulation’s introduction two years ago.
Monitoring Compliance

- 66 properties (2%) found in violation
On December 27 and 28, city inspectors conducted checks on 3,300 homes in the Cap-Rouge area. Out of these, 66 homes, or 2%, were identified as violating the temporary prohibition. These properties received door hangers as warnings.
Use of Thermal Cameras
The city has deployed two thermal cameras, purchased at $3,800 each in 2024, to detect heat from chimneys. This initiative responds to community concerns raised on social media regarding air quality enforcement. Recognizing their importance, the administration has emphasized continued awareness rather than immediate penalties for first offenses.

While inspectors focus on education with initial warnings, repeat offenders face fines. This tiered approach aims to promote compliance effectively.

City officials clarify that these regulations protect vulnerable populations, including children, seniors, and those with respiratory conditions. Research from Health Canada indicates that particulate matter from wood burning is a significant health threat, contributing to approximately 1,400 deaths annually across Quebec.
