U.S. Grants Ukraine 15-Year Security Guarantee in Peace Plan, Zelenskyy Reports

The United States is set to provide Ukraine with security guarantees as part of a proposed peace plan. This assurance will be in effect for 15 years, as stated by Ukrainian President Volodymyr Zelenskyy. However, Zelenskyy expressed a desire for a longer commitment, ideally up to 50 years, to effectively deter Russia from further aggressive actions.
Details of the Security Guarantees
During a recent meeting at his Florida resort, U.S. President Donald Trump emphasized that Ukraine and Russia are “closer than ever” to a peace settlement. Nonetheless, significant obstacles remain in the negotiations. Key issues include the withdrawal of forces and the future of the Russian-occupied Zaporizhzhia nuclear power plant, a major facility among the top ten globally.
Zelenskyy highlighted that without proper security guarantees, an end to the ongoing conflict is highly unlikely. Since 2014, Ukraine has been engaged in a struggle against Russia following the illegal annexation of Crimea and the emergence of Russian-backed separatists in Eastern Ukraine’s Donbas region.
Negotiation Progress
The precise terms of the U.S. security guarantees have not been disclosed. Zelenskyy mentioned they would include mechanisms for monitoring the peace deal and the participation of international partners. He refrained from detailing the specifics but acknowledged Russian opposition to any NATO troop presence in Ukraine.
International Involvement
- French President Emmanuel Macron announced a meeting in Paris in early January to finalize contributions from Ukraine’s allies toward the security guarantees.
- Zelenskyy indicated that the guarantees must receive approval from both the U.S. Congress and the parliaments of other nations involved in the settlement.
Next Steps for Ukraine
Zelenskyy intends for the proposed 20-point peace plan to be subjected to a national referendum. However, holding such a vote necessitates a ceasefire lasting a minimum of 60 days. Currently, Moscow has shown reluctance to agree to a truce without a comprehensive resolution to the conflict.
As Ukraine awaits further developments, the future of its security and territorial integrity hangs in the balance. The actions of international partners in the upcoming months will be crucial to shaping the region’s stability.
