Fire Commissioner Tucker Names Paul Miano Chief of EMS Operations

On December 18, 2025, Fire Commissioner Robert S. Tucker announced the appointment of Chief Paul Miano as the new Chief of EMS Operations for the FDNY. This decision comes as Chief Miano succeeds the retired Chief of EMS, Michael Fields.

Commissioner Tucker expressed confidence in Chief Miano, stating, “He brings passion, expertise, and a will to protect his members that is unmatched.” He emphasized that under Miano’s leadership, the FDNY EMS is well-equipped to continue ensuring the safety of its members and providing exceptional pre-hospital care.

Profile of Chief Paul Miano

Chief Miano boasts a 26-year career within the FDNY, beginning as an Emergency Medical Technician (EMT) in Brooklyn in 1999. His significant experience in EMS operations includes:

  • Completion of paramedic training in 2001.
  • Becoming a HazMat paramedic shortly thereafter.
  • Serving as one of the first Rescue trained Paramedics in 2006.
  • Promotion to Lieutenant in 2008, working in Manhattan.
  • Participation in the FEMA Urban Search and Rescue team, NYTF-1.

In 2013, Miano advanced to Captain, overseeing EMS Operations. His innovative leadership included:

  • Restructuring Special Operations capabilities and training programs.
  • Implementing regional protocols to enhance emergency response.
  • Developing the Marine Paramedic program.
  • Leading the FDNY’s EMS response to the Ebola virus.

Promoted to Deputy Chief in 2015, he supervised operations in the Bronx and EMS Special Operations Command simultaneously. Miano was instrumental in crafting the EMS component for the FDNY Counter-Terrorism Task Force in response to increasing global security threats.

His leadership during the COVID-19 pandemic saw him serve as the Brooklyn North Commander. Later, he managed the FDNY EMS Emergency Operations Center and was appointed Deputy Assistant Chief in March 2020.

Educational Background

Chief Miano holds a Bachelor of Science in Emergency Management and Business Continuity from the Metropolitan College of New York. He furthered his education by obtaining a Master’s degree in Security Studies from the Naval Post Graduate School’s Center for Homeland Security and Defense.

As Chief of EMS Operations, Paul Miano will now oversee more than 4,000 personnel, including EMTs, paramedics, and civilian employees, ensuring that the FDNY EMS continues to deliver high-quality emergency medical services.
