White House Announces Adjustments to Pay Rates

The White House has announced significant adjustments to pay rates across various federal positions. This directive aims to provide clarity on salary structures within statutory, executive, and other service schedules.

Overview of Pay Rate Adjustments

The adjustments address basic salaries for multiple federal systems, as stipulated by U.S. law. The changes encompass various segments, including the General Schedule, Foreign Service, and health administration roles.

Statutory Pay Systems

  • General Schedule: Covered under 5 U.S.C. 5332(a), with details available in Schedule 1.
  • Foreign Service Schedule: Governed by 22 U.S.C. 3963, outlined in Schedule 2.
  • Veterans Health Administration: Includes specific provisions from 38 U.S.C. 7306 and others, detailed in Schedule 3.

Senior Executive Service

The pay ranges for senior executives, defined by 5 U.S.C. 5382, are documented in Schedule 4. This ensures competitive compensation for individuals in these crucial roles.

Executive, Legislative, and Judicial Salaries

  • Executive Schedule: Defined in 5 U.S.C. 5311–5318, found in Schedule 5.
  • Vice President and Congress: Rates are detailed in Schedule 6, following 3 U.S.C. 104 and 2 U.S.C. 4501 respectively.
  • Judges and Justices: Salaries listed in Schedule 7, compliant with 28 U.S.C. statutes.

Uniformed Services Compensation

The compensation for uniformed service members is specified in Schedule 8. This includes monthly basic pay adjustments as provided under 37 U.S.C. 203(a). Further evaluations might lead to an increase of up to 3.8% for certain Federal civilian law enforcement personnel.

Locality-Based Comparability Payments

Locality-based comparability payments will be implemented according to Schedule 9. This is essential for ensuring federal salaries align with local cost of living standards. The Office of Personnel Management (OPM) is responsible for the execution and publication of these payments in the Federal Register.

Administrative Law Judges

Pay rates for administrative law judges, established under section 5372 of title 5, can be found in Schedule 10.

Effective Dates

The changes are set to take effect on January 1, 2026, with specific schedules applicable from the first pay period following this date. This update supersedes Executive Order 14132 issued on December 23, 2024.
