Southern Indiana Sheriff Admits Guilt in Tax Evasion Case

Former Sheriff Kenneth Hughbanks of Scott County, Indiana, has admitted guilt in a tax evasion case. On a Friday afternoon, Hughbanks changed his earlier not guilty plea from April to guilty, specifically addressing charges related to unreported income. The issue revolved around money he received from a relative and revenue from items he sold without reporting his earnings.

Details of the Tax Evasion Case

Special prosecutor Rick Hertel noted that the investigation revealed unreported income spanning three years: 2019, 2020, and 2021. Hughbanks was ordered to pay $13,273 to the Indiana Department of Revenue. The tax evasion case likely came to light following inquiries related to a separate investigation involving Jamey Noel, a former sheriff of Clark County.

Connections to the Jamey Noel Investigation

While the investigations were separate, Hughbanks’ appointment as sheriff in April 2018 was heavily linked to his relationship with Noel. Noel, who later faced serious legal issues himself, including a 12-year prison sentence for numerous felonies, was instrumental in Hughbanks’ career advancement. The connection between the two men raised additional questions regarding the nature of Hughbanks’ actions while in office.

Impact of the Investigation

Inquiries conducted by the Indiana State Police and other agencies determined that Hughbanks was compensated approximately $280,067 from the Clark County Sheriff’s Office Commissary Fund between March 2015 and October 2022. During this period, Hughbanks and his wife failed to report over $214,000 in income on their state tax returns.

Legal Consequences and Future Steps

  • Hughbanks has been sentenced to 908 days, all suspended, meaning he will serve probation.
  • He was required to repay the missing funds to the Clark County Sheriff’s Department Jail Commissary Fund through a civil suit.
  • His arrest took place at his home in April 2025, followed by his release on a $5,000 bond.

All investigations related to Hughbanks are now concluded, as confirmed by special prosecutor Hertel.
