DVSA Reveals Reason for Vehicle Photos During MOT

The Driver and Vehicle Standards Agency (DVSA) has implemented changes to the MOT testing process aimed at combating fraud. This initiative includes a trial where testers are required to photograph vehicles undergoing the MOT and upload these images to the digital MOT Testing Service.

Purpose of the New MOT Photography Policy

This new policy seeks to deter ‘ghost MOTs’, a fraudulent practice where certificates are issued without an actual vehicle inspection. This measure promotes trust in the MOT process and helps ensure road safety.

Trial Details and Expansion

A previous trial involved 170 MOT testers from 62 garages who used mobile devices to take photographs of vehicles. Due to its success, the DVSA plans to extend this project to include 244 additional garages.

DVSA’s Commitment to Road Safety

According to a DVSA spokesperson, while MOT fraud represents a small fraction of testers and garages, it significantly risks road safety. The DVSA aims to maintain fairness in the MOT process and reassure drivers about the integrity of their vehicle inspections.

Enforcement and Investigations

  • DVSA examiners engage in targeted enforcement activities.
  • Photographs help inform investigations into MOT fraud.
  • Proven fraud can result in suspension or prosecution of involved testers and garages.

Driver Notification and Information

During the MOT process, drivers will not be notified when their vehicle is photographed. This procedure is part of standard verification of vehicle details before testing.

Notices at Testing Stations

Testing stations participating in the trial must display an updated poster outlining the photography protocol. This notice includes information on the costs of the MOT and the retest and appeals processes.

Image Retention and Access

Drivers are not allowed to request copies of the photographs taken during the MOT or ask for them to be deleted. All images will be automatically deleted after 13 months unless retained for legal reasons.

These advancements in the MOT testing procedure indicate the DVSA’s proactive approach to ensuring vehicle safety and maintaining the reliability of the MOT process, ultimately enhancing road safety for all users.
