Andy Byford Leads Key Milestones in Penn Station Revamp

Andy Byford, a prominent figure in transit reform, recently announced significant advancements in the renovation of Penn Station in Midtown Manhattan. The revelations came during an event with federal officials, showcasing pivotal milestones aimed at transforming this iconic yet aging transport hub into a modern facility.
Key Milestones in the Penn Station Overhaul
The announcements highlighted three crucial milestones in the Penn Station revamp project. This endeavor is set to initiate construction, with a groundbreaking planned for 2027. Byford, who previously served as the president of MTA New York City Transit, is now a special advisor to Amtrak. U.S. Department of Transportation Secretary Sean Duffy joined him to outline the progress made thus far.

Selection and Collaboration Plans
The selection of a master developer is crucial for creating a comprehensive plan. The responsibilities include redesigning the passenger concourse, managing tracks and platforms, and upgrading the station’s 115-year-old infrastructure. Applications for this project will be reviewed until spring 2026, after which a final decision will be made by the Amtrak board.
Byford emphasized the importance of skilled partnerships in this significant construction effort, stating, “We want the most knowledgeable partners to ensure project success while minimizing taxpayer costs.”
Consultants Support the Revamp Project
Additionally, a team of advisors has been appointed to guide the public-private partnership. The consultancy firms involved include:

- AKRF – Environmental consulting
These experts will aid in shaping the project to enhance passenger service at Penn Station and its vicinity.
Significance of Penn Station
Penn Station is recognized as the busiest transit hub in the United States, facilitating over 12 million passengers in the previous year. The station supports more than 1,000 daily train operations, including services from NJ Transit, Amtrak, and the MTA’s Long Island Rail Road.
In April 2023, the federal government took control of the Penn Station overhaul from the MTA, which has drawn mixed reactions. New York Governor Kathy Hochul praised this change, suggesting it could save taxpayers over $1 billion.
Challenges and Delays
This announcement comes amidst controversy regarding delays in the Penn Station Access project. MTA officials have accused Amtrak of causing a three-year delay affecting connectivity for Bronx residents. While Amtrak has invested around $140 million, they maintain commitment to the project’s completion.
