Democratic Senators Question ICE’s Use of Full-Body Restraints on Deportation Flights

A group of eleven Democratic senators has voiced urgent concerns regarding the use of full-body restraints on deportation flights by U.S. Immigration and Customs Enforcement (ICE). The senators have called for increased transparency about ICE’s operations and a cessation of the use of the WRAP restraints until the agency can clarify its policies and address serious questions surrounding their use.
Concerns Over ICE’s Use of Full-Body Restraints
Senator Chris Van Hollen of Maryland led the charge, emphasizing the need for public accountability. “I think it’s very problematic,” he stated, underscoring a “near-total secrecy” that envelops ICE’s practices. The senator’s concerns were echoed in a letter sent to top immigration officials, highlighting a recent Associated Press investigation. This investigation revealed that ICE had employed the WRAP restraints on various individuals during deportation flights as far back as 2020.

The WRAP restraints have been the focal point of several federal lawsuits, with accusations suggesting that their misuse could amount to punishment or torture. Furthermore, advocates have raised alarms about ICE’s failure to track the use of these restraints, as mandated by federal law, complicating efforts to ascertain how many detainees are subjected to this treatment.
Legislative Initiatives
In addition to the senators’ letter, Representative Delia Ramirez from Illinois has announced intentions to propose a bill aimed at regulating the use of the WRAP. Ramirez highlighted the serious implications this practice has on the dignity and human rights of those detained. “ICE’s use of full-body restraints to immobilize detained individuals raises serious concerns,” she stated.
Government Spending and Accountability
The Department of Homeland Security (DHS), which oversees ICE, has not provided answers to specific inquiries about restraint practices. A spokesperson from DHS had earlier claimed that ICE’s methods are consistent with broader legal standards. Notably, government records indicate that since late 2015, DHS has expended $268,523 on the WRAP, with approximately 91% of these expenditures occurring during the Trump administration.
Historical Context and Consequences
Despite requests, ICE has not provided comprehensive data on the frequency of WRAP usage. Moreover, the AP’s reporting identified a dozen cases over the past decade where the use of similar restraints by local law enforcement contributed to fatalities. Ramirez criticized these tactics, stating, “The brutal, inhumane tactics of ICE continue to jeopardize people’s lives.” She emphasized the urgent need for oversight and accountability, asserting that the current state of affairs cannot continue.
