In her correspondence, she expressed frustration over productivity issues facing physicians in Quebec. She criticized Health Minister Christian Dubé for attributing the province’s healthcare challenges to physicians directly. Dr. Carmant argued that the disparity between Quebec and Ontario is not due to laziness but rather a reflection of systemic failures.
While in Toronto, Dr. Carmant was able to treat between eight to twelve patients in a single morning of diagnostic procedures. However, in Quebec, she noted that she is restricted to only three patients in the same timeframe. This drastic reduction represents a 75% decrease in her potential productivity.
During high-risk pregnancy clinics, she mentioned that her output fell by 50%, allowing her to see a maximum of 35 patients compared to 60-70 in Toronto. Dr. Carmant emphasized that the challenges faced by physicians should not be minimized or exaggerated, stating, “I’m not asking for a salary increase, but the penalties linked to individual productivity may not be the right approach.”

Dr. Carmant urged Minister Dubé to engage with medical professionals and thoroughly assess the healthcare system before imposing penalties on those trying to deliver care. She highlighted the importance of addressing root causes rather than assigning blame.

During a media event, Lionel Carmant acknowledged the strain at home, noting that both his wife and daughter are physicians and are understandably upset. Despite the ongoing challenges, he reiterated that his family would remain in Quebec.
