Recent developments indicate a significant shift in the medical workforce in Quebec, with a large number of physicians preparing to relocate to other provinces. Over 100 doctors have initiated this transition, seeking better professional opportunities.

As of October 1, 2023, 60 doctors have applied for practice permits in Ontario, while another 40 have targeted New Brunswick. This rapid increase in applications has caught the attention of provincial medical colleges.
Surge in Permit Applications
- The College of Physicians and Surgeons of New Brunswick has reported daily applications from Quebecois physicians.
- The number of applications in October is tenfold compared to previous months.
- Only three applications were received in August, followed by four in September.
Aleisha LaMorre, spokesperson for the New Brunswick College, noted the increased appeal of the province’s work environments and lifestyle for Quebec doctors. She stated, “We welcome their practice permit applications with enthusiasm.”
Ontario’s Response
In Ontario, the College has also seen a notable influx of applications. As of now, they have received 64 requests, with 60 submitted since October 23. From June 1 to October 22, only 19 permits were granted, indicating a sharp rise in processing activity.
Comments from Quebec Medical Federation
The Federation of General Practitioners of Quebec (FMOQ) reported that 25 family doctors have recently expressed their intention to leave the public healthcare system. Regional associations within the FMOQ provided this information.
Spokesperson Stéphane Gosselin highlighted the looming crisis, stating, “An exodus is underway.” The federation remains unclear about whether these physicians are retiring or relocating to other jurisdictions.
This mass movement of doctors underscores the growing challenges within Quebec’s healthcare system, prompting an urgent need for solutions to retain medical professionals.
