Guyana Crafts Emergency Plan for Gas-to-Energy Initiative

Guyana is taking significant steps to enhance its disaster preparedness with the development of an emergency response contingency plan specifically for its Gas-to-Energy initiative. Prime Minister Mark Phillips announced this initiative during the launch of the 14th Caribbean Conference on Comprehensive Disaster Management.

Gas-to-Energy Initiative and National Preparedness

Prime Minister Phillips emphasized the urgency of strengthening Guyana’s disaster risk management framework. The growing energy sector and rapid economic expansion necessitate enhanced measures to ensure safety and resilience.

Key Elements of the Contingency Plan

The dedicated Gas-to-Energy contingency plan is part of a comprehensive range of safety measures coordinated by the Civil Defence Commission (CDC). These initiatives aim to address both natural and technological hazards.

  • Oil Pollution Prevention, Preparedness, Response, and Responsibility Act
  • Legislative advancements in a modernized Disaster Risk Management Bill
  • Expansion of multi-hazard early warning systems

The early warning systems will utilize geographic information systems (GIS), satellite telemetry, and advanced information and communications technology (ICT).

Caribbean Conference on Comprehensive Disaster Management

The event was held at the Pegasus Suites and Corporate Centre in Georgetown. It was jointly hosted by the Caribbean Disaster Emergency Management Agency (CDEMA) and the CDC. Guyana is set to host CDM14 from December 7-12, 2026, under the theme, “Checkpoint 2026 – Resilient Sectors, Sustainable Communities, Safer States.”

Focus of the Conference

This year’s conference aims to bring together various stakeholders, including regional leaders, development partners, technical experts, and disaster risk management officials. The goal is to foster dialogue on enhancing resilience and reducing disaster risks across the Caribbean.

Guyana’s focus on developing a Gas-to-Energy contingency plan highlights the nation’s commitment to safeguarding its emerging energy sector while preparing for potential crises.
