Energy Board Limits Hydro Ottawa’s Rate Increase Despite Proposed Hike

Hydro Ottawa has received approval to implement a monthly rate increase of approximately $5.87 starting in 2026. This decision comes after the Ontario Energy Board (OEB) declined a more substantial five-year rate hike proposed by the utility.

The OEB’s ruling was made last month, rejecting Hydro Ottawa’s proposal to adjust the distribution component of their monthly bills. The utility aimed to initiate this increase on January 1, 2026, but the board prioritized affordability for consumers.

Details of the Proposed Rate Increase

  • The original proposal aimed to add $6.08 to the average residential bill, based on 750 kilowatt hours per month, in 2026.
  • Subsequent increases were planned: $3.79 in 2027, $3.31 in 2028, $2.76 in 2029, and $2.78 in 2030.

This rate hike was envisioned to support significant upgrades and expansions to Ottawa’s electrical grid, as the utility anticipates increased demand over the next two decades.

Factors Influencing the Decision

Hydro Ottawa cited various reasons for the proposed increase, including:

  • Expanding customer base.
  • Investments in technology and cybersecurity.
  • Challenges related to climate change, including storm management and vegetation control.

In December, stakeholders, including environmental groups and consumer advocates, contested the proposed increases. They argued that Hydro Ottawa’s reasoning was “excessive, inappropriate, and not supported by credible reasons,” a perspective recognized by the OEB.

Future Implications for Hydro Ottawa

While Hydro Ottawa laid out a comprehensive five-year plan, the OEB’s recent decision primarily addresses the rate adjustments for 2026. According to OEB CEO Carolyn Calwell, the board aimed to ensure that consumer rates remain fair while maintaining service quality.

The increase will be retroactive to January 1, representing an additional average charge of $1.80 per month until the end of May 2027. Moving forward, Hydro Ottawa must submit a simplified rate proposal for each of the next four years, ensuring that the focus remains on justifiable costs and reliable service.
