The International Football Association Board (IFAB) has introduced significant rule changes for the upcoming World Cup. These adjustments aim to enhance fair play and streamline match flow. Among the changes are expanded powers for VAR, rapid substitutions, and strict measures against tactical timeouts.
Key Changes in VAR Powers
One of the most notable updates involves the VAR system. Referees now have expanded authority to intervene in specific scenarios:
- Incorrect second yellow cards
- Mistaken identity calls
- Erroneously awarded corner kicks
Referees are also allowed to review fouls occurring before the ball is in play at set-pieces. If an infraction is detected, a referee will check the monitor before making a disciplinary decision.
New Substitution Rules
The revised substitution protocol mandates that players exit the field within 10 seconds of the substitution being announced. They must leave via the nearest boundary point. If they exceed this time limit, their replacement can only enter after a one-minute delay following the match’s restart.
Measures Against Tactical Timeouts
FIFA is intensifying its efforts against teams exploiting injury breaks for tactical discussions. Earlier attempts to address this issue fell short, but FIFA’s chief refereeing officer, Pierluigi Collina, emphasized that referees will proactively prevent teams from abusing these scenarios. Collina stated that players should remain on the field rather than seek timeout discussions with coaches.
Anti-Time-Wasting Regulations
To combat time-wasting, referees will implement a five-second countdown for throw-ins and goal-kicks. If the countdown expires without action, possession shifts to the opposing team. Additionally, players receiving treatment must stay off the field for at least one minute after play resumes.
Hydration Breaks
The IFAB has made hydration breaks mandatory during World Cup matches. Each half will include a three-minute break, allowing players to rehydrate, with referees having the discretion to time these breaks effectively.
Punishments and Conduct Rules
New conduct rules impose severe penalties for certain behaviors:
- Players covering their mouths during confrontational instances will receive red cards.
- Leaving the field in protest of a referee’s decision will now also result in a red card.
Teams that cause matches to be abandoned will automatically forfeit the game, reinforcing the importance of maintaining sportsmanship and respect during play.
