Quebec Government Presses On with SIFA Health Project Despite Recommendations

The Quebec government’s push for the SIFA Health Project continues despite significant challenges and recommendations for its cancellation. This ambitious initiative, aimed at overhauling the health sector’s financial and procurement information systems, has faced mounting financial scrutiny.

Initially launched in 2022, the System for Financial Information and Procurement (SIFA) was expected to cost approximately $96.2 million. However, projections now suggest these costs could soar to nearly $300 million by 2026.

Financial Concerns and Recommendations

A report from the Ministry of Cybersecurity and Digital indicates that the project has significant budget overruns and has not been properly managed. The report, which has not been publicly disclosed, advises the government to “terminate the project as soon as possible” and start anew on firmer foundations.

This recommendation highlights various issues, including:

  • Significant deficiencies reported during audits.
  • Increased risks due to public tender requirements.
  • Inadequate fiscal oversight and management practices.

Political Pressure and Government Response

Despite these findings, both former Health Minister Christian Dubé and current Minister Sonia Bélanger have shown no serious intent to halt the project. Political pressure reportedly influences the decision to continue, even amid alarming reports from the Autorité des marchés publics (AMP).

In a recent statement, Bélanger insisted on the necessity of transitioning to SIFA, claiming that existing financial and procurement systems are outdated. She emphasized the need to “strengthen, continue, and inform” rather than focus on termination.

Financial Penalties and Ongoing Costs

If the government decides to withdraw from the contract, it could face a penalty of at least $175 million payable to LGS-IBM, the consulting firm involved. Currently, Santé Québec is still obligated to pay $723,000 monthly to LGS-IBM.
