HCSO Dismantles Theft Ring Stealing Over $12 Million in Operation D-Fence

Authorities have successfully dismantled a significant organized retail theft ring responsible for stealing over $12 million in merchandise. This operation, known as Operation D-Fence, was carried out by the Hillsborough County Sheriff’s Office (HCSO) with assistance from various agencies.
Details of Operation D-Fence
The investigation originated from a tip received in November 2025. Detectives identified a family-run business, Save on Construction LLC, as a key player in the illegal fencing of stolen goods. Fencing involves the buying and reselling of items known to be stolen.
Sheriff Chad Chronister noted that this operation represented a highly organized criminal enterprise. It spanned state lines and targeted multiple businesses to profit from stolen merchandise. “This was not a group of opportunistic thieves,” he stated.
Key Findings of the Investigation
- The investigation began in November 2025 after a tip about suspicious activities in Lutz, Florida.
- Undercover operations successfully infiltrated the theft ring in April 2026.
- Detectives logged thefts involving 33 different hardware stores during the inquiry.
Arrests and Charges
At the conclusion of the operation, 14 individuals were arrested, including Hoover Rengifo, age 55, who led the family business. The ring comprised family members and co-conspirators involved in orchestrating and reselling stolen items.
During searches conducted on May 4, authorities confiscated:
- Approximately $5 million in stolen merchandise
- About $220,000 in cash
- Seven vehicles linked to the operation
Those arrested now face multiple charges, including racketeering and money laundering. Four individuals were found to be in the country illegally.
The Scope of Theft
The theft ring’s operations extended beyond Florida, including states such as Indiana, Kentucky, and Tennessee. The ring created specific demand lists, sending thieves to acquire targeted items, which were then transported back to Lutz for resale through their makeshift hardware setup.

Attorney General James Uthmeier emphasized the collaborative effort among law enforcement agencies to ensure the maximum penalties for those involved. He stated that such enterprises off the shelves have consequences for consumers, as retailers strive to mitigate losses from theft.
