Digital Health File Approved: It’s a Go!

The public health network in Quebec has reached a pivotal moment with the launch of the Digital Health File (Dossier Santé Numérique, DSN). As of early May, the project has received approval and is officially underway in two pilot establishments, marking a significant shift from traditional fax machines and paper forms to a fully digital system. However, concerns about the implementation and preparedness remain prevalent among staff.
Launch of the Digital Health File (DSN)
On May 9, at approximately 3:40 AM, health officials gathered at the command center in Trois-Rivières. Their mission was to finalize preparations for the deployment of the DSN. Patricia Cossette, the director of the DSN expertise center, led a meeting with over twenty health administrators from Santé Québec, CIUSSS du Nord-de-l’île-de-Montréal, and CIUSSS de la Mauricie-et-du-Centre-du-Québec.
During the meeting, Cossette confirmed, “It’s a go!” to applause from attendees, marking an important milestone for digital health in the province.
Response to Transition Challenges
Despite the excitement, experts anticipate challenges ahead. Cossette has warned of potential technical difficulties, such as account access issues and insufficient training reminders for users. To counter these challenges, approximately 3,200 “super users” are actively on-site to assist healthcare providers during this transition. Additionally, over 500 employees and trainers are on hand within the healthcare facilities to resolve any pressing issues.

Daily meetings will be conducted to address the ten most critical problems that arise, ensuring a swift response to any complications encountered during the rollout.
Operational Changes
In anticipation of the DSN’s implementation, both healthcare establishments have adjusted operations, reducing scheduled surgeries by approximately 850 in the weeks surrounding the launch. Non-urgent patients will also be redirected to alternative resources, such as medical clinics, to minimize strain on emergency services.
The successful integration of the Digital Health File is expected to revolutionize healthcare delivery in Quebec. However, as the transition unfolds, stakeholders will need to remain vigilant in addressing potential setbacks and ensuring that staff are fully prepared for this new digital landscape.
