Total Ban on Animal Testing for Cosmetics Enforced

The Ministry of Health has implemented a comprehensive ban on animal testing for cosmetics in the country. This regulation is rooted in Law 2047/20 and aligns with standards set by the Andean Community. Its primary goal is to protect public health and ensure safety standards in the cosmetics market.
Key Features of the Total Ban on Animal Testing
This new measure affects all entities involved in the production and distribution of cosmetic products. As of now, manufacturers, importers, and sellers must provide a declaration of conformity as part of the mandatory sanitary notification (NSO). This declaration certifies that their cosmetics and ingredients have not been tested on animals.
Verification and Compliance
- The declaration must be signed by the legal representative or authorized person of the company.
- Verification of compliance will be conducted by the National Institute of Drug and Food Surveillance (Invima).
Exceptions and Technical Conditions
The regulation does include specific exceptions. These apply in cases where testing is deemed necessary to address health or environmental risks, and alternative validated methods are unavailable. In such instances, companies must provide technical justification to the health authority.
Inspection and Enforcement
Invima is responsible for monitoring compliance with this regulation. Failure to present the required declaration may lead to administrative requests or the rejection of applications.
This ban on animal testing for cosmetics is effective immediately and adds an important layer of regulatory compliance for cosmetic commercialization in the country.
