The process of a censure motion in Romania is well-defined by the Constitution. Key institutional steps must be followed, beginning with the potential resignation of the Executive and concluding with the formation of a new government.

What Happens If the Censure Motion Passes?

  • Once the censure motion is debated in Parliament, the signatories cannot withdraw their support.
  • A final vote occurs in a joint session of the Chamber of Deputies and the Senate.
  • At least 233 votes, or an absolute majority, are required for adoption.

If successful, the government is automatically dismissed. The Prime Minister must submit the Executive’s resignation to the President of Romania promptly. From that point, the government will operate in a caretaker capacity, focusing solely on public administration until a new cabinet is established.

Article 110 of the Romanian Constitution governs these proceedings. It states:

  • The government is dismissed when Parliament withdraws its confidence.

If the motion fails to gain the necessary votes, it is considered rejected, allowing the government to continue in its current role. Such an outcome is viewed as a reaffirmation of parliamentary support for the Executive. Notably, the Constitution prohibits the initiators from submitting another censure motion within the same parliamentary session, which helps mitigate immediate political crises.

Political Scenarios for Ilie Bolojan

The situation surrounding Ilie Bolojan is particularly intricate. He has indicated that if the censure motion succeeds, the National Liberal Party (PNL) may opt to remain in power, but not in coalition with the Social Democratic Party (PSD). Alternatively, the PNL could shift to the opposition. In this scenario, the PNL might seek to establish a “modernization coalition” with other political forces.

Bolojan emphasized that the PNL will not support a governance arrangement where it holds a minor role or backs a “puppet” Prime Minister. This stance complicates negotiations for forming a new majority.
