Hydro-Québec’s Largest Union Prepares for Strike

Hydro-Québec’s largest union is preparing for a potential strike due to slow progress in contract negotiations. The local branch of the Canadian Union of Public Employees (CUPE), affiliated with the FTQ, represents approximately 6,200 workers, including skilled trades such as electricians and mechanics.

Negotiation Status and Union Concerns

The negotiations have been ongoing for nearly two years but have recently stalled. Frédéric Savard, the president of the local CUPE branch, emphasized the union’s frustration in an interview. “We are in the final preparations to submit a strike notice,” he stated.

Strike Strategy Under Discussion

While the union is preparing for the possibility of a strike, the specific strategy remains undecided. Savard did not disclose whether the union will pursue isolated strike days, block strikes, or an unlimited general strike. “After more than two years of negotiations, we are considering our options,” he noted.

Essential Services and Community Impact

Should a strike occur, Hydro-Québec has stated that essential services would be maintained. The Administrative Labour Tribunal is expected to review the proposed essential services to ensure public health and safety are upheld. Savard reiterated that the goal is not to hold the public hostage during this process.

Hydro-Québec has not commented publicly on the ongoing negotiations, citing respect for the process. The company claims to be negotiating in good faith with the union and other relevant labor groups.

The state-owned enterprise has successfully reached agreements with other major unions, including one representing 5,500 members of specialized professionals where subcontracting was a significant issue. As negotiations continue with CUPE, the focus remains on reaching a satisfactory resolution.
