STM Extends Montreal Metro Loitering Ban for Another Year

The Société de transport de Montréal (STM) has announced an extension of the loitering ban in the Montreal Metro for another year. This policy requires individuals to keep moving within metro stations and will remain in effect until April 30, 2027. The initiative, originally implemented in March 2025, aims to prevent individuals experiencing homelessness from lingering in subway stations.

Objectives of the Ban

The STM introduced this policy to provide special constables with additional tools to enhance the sense of security for both customers and employees. A statement from the STM highlighted its objectives, stating:

  • To limit undesirable behaviors within the metro system.
  • To improve safety perceptions among passengers.
  • To support the overall security measures implemented by the STM.

Enforcement Statistics

During the last winter season, the loitering ban was enforced approximately 2,500 times each month. Aref Salem, the chair of the STM board, emphasized the importance of this measure, noting that it is part of a broader strategy to enhance customer safety. He acknowledged that while the loitering ban plays a crucial role, it cannot be the only solution to safety concerns.

Improvements and Outcomes

According to the STM’s analysis of winter data, several positive outcomes were noted:

  • Increased reliability of metro services.
  • A decrease in service interruptions related to misconduct.
  • A reduction in escorting incidents at metro closures due to more daytime support.

These changes have helped ease station closures for employees, contributing to an improved overall environment within the metro system. The STM is committed to continuously enhancing safety measures to benefit all users of the metro network.
