Quebec Construction Industry Targets Toxic Worksite Behaviors

The construction industry in Quebec is addressing toxic behaviors on job sites through a significant new campaign. The initiative is led by six employer associations and five labor unions, including the FTQ-Construction and the CSN. It will cost approximately $1 million and aims to foster sustainable changes over three years.

Objectives of the Campaign

The primary goal of this campaign is to eliminate discrimination, intimidation, and harassment within the construction sector. Audrey Murray, Director General of the Commission de la construction du Québec (CCQ), emphasized the necessity of this initiative. She pointed out that a healthy work environment is everyone’s right.

Statistics Highlighting the Issue

A recent Léger survey from 2023 revealed troubling insights into the work atmosphere in the construction industry:

  • 9% of respondents reported experiencing discrimination, intimidation, or harassment, translating to over 20,200 victims.
  • 61% of individuals indicated they had witnessed such behaviors.
  • 79% of victims and witnesses withheld reports due to fear of retaliation or job loss.
  • A third of companies lack clear policies regarding discrimination and harassment management.

This toxic climate contributes to high turnover rates in the industry. A separate 2021 study showed that 7.4% of individuals leaving the construction workforce cited a negative work environment as their reason for departure.

Addressing Cultural Challenges

The campaign will also focus on cultural change within the industry, which is predominantly male (96%). Many newcomers experience “culture shock” upon witnessing the prevailing attitudes and behaviors on construction sites. This culture often leaves women and underrepresented groups feeling isolated.
