Quebec Man Charged with Terrorism Linked to 764 Extremist Network

A resident of Quebec City, Jeffrey Roussel, has been charged with terrorism. He is accused of promoting the violent extremist ideology of the 764 network. This network primarily targets children and teenagers through popular online platforms.

Roussel, aged 26, allegedly published graphic and disturbing content on Telegram, aiming to inspire and recruit others. The Royal Canadian Mounted Police (RCMP) has linked him to several serious offenses:

  • Participation in the activity of a terrorist group.
  • Facilitating terrorist activity.
  • Commission of an offense for a terrorist group.

Targeting Vulnerable Youth

Many of Roussel’s alleged victims are reportedly teenagers. The RCMP has highlighted that the 764 network specifically targets young individuals on various online platforms, including:

  • Discord
  • Telegram
  • Roblox
  • Minecraft

The objective is to manipulate and radicalize youth into committing acts of violence.

Background on the 764 Network

Named a terrorist entity by the Canadian government in December 2025, the 764 network is known for its aggressive recruitment tactics. Roussel’s activities are believed to extend beyond Quebec, impacting communities across Canada and internationally.

Association with Other Groups

In addition to his ties to the 764 network, Roussel is alleged to have participated in the online group Mentalyl/984/1984. While this group is not designated as a terrorist entity, it promotes similar extremist ideologies. Roussel reportedly served as one of the administrators for this group.

Legal Proceedings

Roussel appeared at the Quebec City courthouse on Wednesday morning. The investigation was carried out by the Integrated National Security Enforcement Team, which focuses on threats to national security.

The case raises significant concerns about online radicalization, especially among vulnerable youth. The RCMP continues to emphasize the need for vigilance against such networks and their insidious tactics.
