Treasury Appoints Social Security Chief as New IRS CEO

The Treasury Department recently announced an important appointment that could reshape federal agency leadership. Frank Bisignano, currently the Commissioner of the Social Security Administration (SSA), will also serve as the Chief Executive Officer (CEO) of the Internal Revenue Service (IRS).

New Role for Frank Bisignano

Bisignano’s extensive background as CEO of Fiserv, a major payments company, enhances his qualifications for this dual role. Appointed as SSA Commissioner in May, he will continue to lead the agency while taking on these new responsibilities at the IRS.

Responsibilities at the IRS

Under this new arrangement, Bisignano will oversee the IRS’s daily operations and report directly to Treasury Secretary Scott Bessent. Bessent is maintaining his position as acting commissioner of the IRS, which has experienced considerable leadership turnover over the past year.

  • Focus Areas:
    • Enhancing collections
    • Improving privacy
    • Boosting customer service
  • IRS Challenges:
    • Recent staffing reductions during the Trump administration
    • Implementation of major tax reforms from the One Big Beautiful Bill Act
    • Preparation for the upcoming tax filing season in January

According to a statement from the Treasury Department, the IRS and SSA share similar technological and customer service goals. This alignment makes Bisignano a fitting choice for the CEO position at the IRS.

With his combined leadership at two influential federal agencies, Bisignano is well-positioned to create a more efficient and customer-friendly environment. His focus on improving services at both the IRS and SSA is expected to have a positive impact on millions of Americans who interact with these agencies daily.
