Iran’s Ex-FM Zarif Suggests Peace Roadmap Amid Gulf Trust Erosion

Former Iranian Foreign Minister Mohammad Javad Zarif has introduced a peace roadmap in response to the ongoing United States-Israeli conflict with Iran. This plan appears amidst heightened tensions across the Middle East.

Zarif’s Roadmap for Peace

Published in Foreign Affairs, Zarif’s proposal aims to transcend mere ceasefires. He argues that simply prolonging the conflict, while it may seem advantageous for Iran, would lead to unnecessary civilian casualties and destruction of infrastructure.

  • The conflict escalated on February 28, with simultaneous U.S.-Israeli strikes on Iran.
  • This military action has severely affected the global economy and regional relations.

Key Proposals

Zarif suggests several measures to build peace:

  • Iran should limit its nuclear program under international oversight.
  • The Strait of Hormuz should be reopened in exchange for the removal of sanctions.
  • Iran is advised to never pursue nuclear weapons and to reduce its enriched uranium stockpile.

Nuclear Enrichment Context

According to estimates from the International Atomic Energy Agency (IAEA), Iran possesses 440 kg of uranium enriched to 60%. This level is precariously close to the 90% enrichment required for nuclear weapon production. Zarif criticizes U.S. President Donald Trump’s demand for zero enrichment as unrealistic.

International Cooperation

Zarif identifies roles for regional and global powers, advocating for a consortium that includes regional neighbors and countries like China and Russia. This consortium would focus on fuel enrichment and might assist in forming a regional security framework:

  • Guarantee nonaggression amongst nations in the region.
  • Facilitate safe passage through critical waterways, including the Strait of Hormuz.

Responses to Zarif’s Proposal

The proposal has drawn criticism from Gulf state officials. Anwar Gargash, diplomatic adviser to the UAE president, contended that Zarif’s insights neglect Iran’s aggression toward Gulf neighbors. He states:

  • “Thousands of missiles & drones targeting infrastructure, civilians… is not strength; it is hubris.”

On the other hand, former Qatari Prime Minister Hamad bin Jassim Al Thani expressed partial agreement with Zarif’s approach but warned that the ongoing war complicates the situation further.

A Call for Solution

Despite the criticisms, many believe that voices like Zarif’s are essential in proposing solutions to the ongoing conflict. As tensions grow, the hope for peace remains contingent on diplomatic efforts and international cooperation.
