The settlement confirms that the State Department recognizes the media outlets engaged in protected speech related to various topics, including COVID-19, election integrity, and sexual ethics. Under the agreement, the State Department commits to ceasing the use of any technology that suppresses or fact-checks the speech of American citizens and domestic media.

The Biden Administration later restructured the GEC under the guise of the Counter Foreign Information Manipulation and Interference framework.

As part of this settlement, the State Department will undertake specific actions:
