Quebec Pharmacies Protest Against Capped Fees by Government

Quebec’s pharmacies are currently facing significant challenges as the provincial government moves to cap fees through an amendment to Bill 15. This initiative has sparked a strong reaction from pharmacy owners, who view it as a direct threat to their livelihoods.
Concerns Over Capped Fees for Pharmacies
Many pharmacy owners are expressing their anxiety about the unpredictability that the amendment could introduce. David Lapierre, a pharmacist-owner at Familiprix Extra in Chicoutimi-Nord, stated that controlling private fees would undermine their revenue, making it difficult for them to develop and invest in their businesses.
Impact on Services and Accessibility
- Pharmacies may struggle to maintain current service levels.
- Some pharmacies might reduce their operating hours or even close.
- Owners fear that limiting revenues will hinder new services.
Geneviève Charbonneau, spokesperson for the Association of Quebec Pharmacists Owners (AQPP), highlighted that the anticipated increase in pharmacy responsibilities under Bill 67 conflicts with the planned capping of fees. Charbonneau warned that the current healthcare system, already under strain, may become less accessible if pharmacies are forced to scale back operations.
Pharmacy Owners Withdraw from Negotiations
In light of the uncertainty, many pharmacy owners have withdrawn from negotiations pertaining to the public sector services. Lapierre expressed frustration over the abrupt introduction of the amendment, stating that it left pharmacy owners uninformed and unable to voice their concerns.
“How can we negotiate when we do not know our potential revenues?” Lapierre questioned. He emphasized the need for stability to allow pharmacies to offer enhanced services to citizens.
Call for Reassessment of the Amendment
Pharmacy owners are urging the government to reconsider this amendment. With many pharmacists already working tirelessly to serve the community, Charbonneau described the situation as catastrophic and called for the complete withdrawal of the amendment to protect both pharmacies and patient accessibility.
This crisis highlights the importance of a stable financial framework for pharmacies to thrive and continue serving their communities effectively.
