Audit Reveals Critical Gaps in Canada’s International Student Program Controls

Canada’s International Student Program has come under scrutiny due to significant weaknesses in its integrity controls. An audit released by Auditor General Karen Hogan highlighted various concerns regarding the program’s enforcement and compliance tracking.
Critical Findings from the Audit
The audit, which focused on cases from 2023 and 2024, flagged approximately 150,000 instances where student visa holders may not have adhered to the conditions of their study permits. However, only around 4,000 of these cases resulted in investigations.
Inconclusive Investigations and Resource Limitations
Of the investigations initiated, 1,600 were deemed inconclusive. This was primarily due to the failure of the students in question to respond to inquiries from Immigration, Refugees and Citizenship Canada (IRCC). Furthermore, department officials disclosed that their annual budget permits only 2,000 investigations, limiting their capacity to address compliance issues effectively.
Issues with Application Integrity
The audit uncovered an alarming trend regarding the integrity of study permit applications. Between 2018 and 2023, there were 800 cases where applicants submitted false documents or misrepresented information. Despite these serious violations, there was no follow-up conducted on these cases.
Visa Holders and Immigration Status
Interestingly, the audit noted that a considerable majority of the visa holders implicated had sought alternative immigration statuses to remain in Canada. Specifically, out of these cases, 456 individuals managed to obtain approval for other immigration statuses.
Impact on Educational Institutions
As these issues unfold, Canadian universities and colleges are beginning to feel a financial strain due to caps on student visas. This situation presents further challenges to the educational sector, which relies heavily on international students.
