Surrey Council Approves Over $12.8M in Public Works Contracts

Surrey City Council is poised to approve over $12.8 million in contracts for essential public works and upgrades. The contracts focus on various areas, including road repairs, pool operations, sewer rehabilitation, and amenities at local sports facilities.
Major Contracts for Public Works
The most significant contract is pegged at $4,368,735 for Amrize Canada Inc. This contract, with a spending cap of $4,590,000, outlines plans for paving arterial and collector roads across eleven different locations in Surrey. This includes 9.9 lane-kilometres of arterial and 7.7 lane-kilometres of collector resurfacing, in addition to 1.35 kilometres of asphalt sidewalk improvements. If approved, work on this project is expected to commence in May and conclude by September.
Outdoor Pool Services
The council will also review a contract worth $3,702,926.98 for Tide’s Out Services Ltd. This three-year contract, with a limit of $3,888,073.34, involves the operation of eight outdoor pools owned by the city. Seven are located in the north, while one is in the south. Laurie Cavan, Surrey’s general manager of parks, recreation, and culture, emphasized the efficiency of this operating model, which has been in place since 1997. The pools were built between 1967 and 1973, serving as crucial recreational resources. In 2025, there were over 7,500 swim lesson participants, and approximately 154,000 users visited the pools for public swimming and sport activities.
Sanitary Sewer Rehabilitation
Another critical contract under consideration is for Mar-Tech Underground Services Ltd., valued at $2,201,452.83. With a spending limit of $2,425,000, this contract aims to rehabilitate 3,900 metres of deteriorating sanitary sewers in the city’s north end. Scott Neuman, Surrey’s general manager of engineering, highlighted the urgent need for these repairs to ensure the reliability of the wastewater system. If approved, this work is anticipated to begin this month and reach completion by December.
Pavement Restoration and Arena Safety Upgrades
Additionally, a pavement restoration service contract with GB Paving Ltd. is on the agenda for $1,707,548.85, featuring a spending limit of $1,880,000. This contract will guarantee prompt repairs to potholes and utility trenches throughout the city’s road network.
The council will also vote on a $583,683.01 contract for Cascadia Sport Systems to replace aging arena boards at the South Surrey Arena. This project, with a spending limit of $599,550, aims to enhance player safety and spectator experience. The existing boards have outlived their service life. Should the council approve this project, work will take place from June 29 through August 6, 2026.
Speed Hump Installation
Lastly, the council will consider a $330,535 contract with Blackrete Paving Ltd. for the installation of 73 speed humps in school and park zones. Most of these installations will take place in the northern part of Surrey. Currently, there are 105 public and 26 independent elementary schools in the vicinity. If the contract receives approval, the work will begin this month, targeting completion by the end of April.
