Public Entities Alert: Key Activities to Remain In-Person Amid Gas Emergency

The National Authority of the Civil Service (Servir) has announced that certain public activities will continue in-person amidst a natural gas supply emergency. This directive applies to public entities in Metropolitan Lima and Callao. The announcement was made through Communiqué No. 002-2026.

Key Details of the Emergency Measures

From March 9 to March 14, 2026, public servants will primarily work under a total telework model. However, essential services must operate in-person or in a semi-presential manner to ensure continuity for citizens.

Essential In-Person Services

Public institutions must determine which functions require physical presence. They are encouraged to create shifts and alternative arrangements as necessary.

  • Electoral bodies will remain operational, including:
    • National Jury of Elections (JNE)
    • National Office of Electoral Processes (ONPE)
    • National Registry of Identification and Civil Status (Reniec)
  • Health sector operations will continue at:
    • Ministry of Health (Minsa)
    • Social Health Insurance of Peru (EsSalud)
    • Community health centers
  • Regulatory functions will persist within:
    • National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi)
    • National Superintendence of Labor Inspection (Sunafil)
  • Urban Transportation Authority for Lima and Callao (ATU)
  • Energy and Mining Investment Supervisory Agency (Osinergmin)
  • Programs such as the Aurora Program will operate through the Women’s Emergency Centers (CEM).
  • Entities involved in logistics for air, land, and maritime transport will also maintain in-person operations.

Adapting to the New Work Model

Servir emphasized that this arrangement is part of a temporary implementation of compulsory telework due to the declared emergency surrounding natural gas supply issues, as per Vice-Ministerial Resolution No. 004-2026-Minem/VMH.

Human Resources offices can make adjustments to facilitate this transition, including:

  • Temporarily relocating functions
  • Encouraging the use of vacation days or compensation for accrued leave
  • Promoting bicycle use in accordance with Law No. 30936
  • Allowing in-person attendance for employees residing close to their workplace
