5 Million Canadians Gain Dental Coverage, Yet Many Skip Dentist Visits

Health Canada has reported a significant increase in enrollment for its public dental insurance program, with over 5 million Canadians gaining dental coverage. Nevertheless, data reveals that nearly half of the 5.2 million eligible individuals have not visited a dentist.

Enrollment Statistics

Among the Canadians approved for the dental coverage, only 2.8 million have utilized dental services. This data is particularly relevant as it comes six months after the Canadian Dental Care Plan was expanded to include adults aged 18 to 64. Currently, around 1.8 million individuals in this new age group have been approved for the program, but only a quarter have availed themselves of its benefits.

Program Coverage and Services

  • The national insurance plan is designed for residents with a family net income below $90,000.
  • Eligibility is for those without access to private dental insurance.
  • The program covers various dental services, including cleanings, fillings, and dentures.
  • On average, patients benefit from approximately $800 in covered expenses each year.

Participation Among Dental Professionals

Health Canada confirms that nearly 100% of active dentists, denturists, and independent dental hygienists are now treating patients under this program. This marks a considerable improvement from the initial low uptake from dental professionals.

Background of the Canadian Dental Care Plan

The Canadian Dental Care Plan was initiated in May 2024, initially covering seniors and children, as well as Canadians receiving the disability tax credit. In May 2025, the program expanded further to encompass all eligible Canadians. This extensive, multibillion-dollar public insurance initiative was developed as part of an agreement facilitated by the NDP, supporting the previous Trudeau Liberal minority government in exchange for implementing significant social programs, including dental coverage.

Current Challenges

Despite the successful enrollment figures, the challenge remains that a substantial number of eligible Canadians continue to forgo dental visits.
