E. Royce Williams, a retired Navy captain, earned this prestigious award for his extraordinary actions in a secret mission during the Korean War. On a fateful day in 1952, he was involved in the longest aerial engagement in U.S. Navy history, where he courageously faced seven Soviet MiG fighter jets.
The Aerial Engagement
The encounter occurred off the coast of the Korean Peninsula when Williams and another American pilot came upon the Soviet aircraft. Williams recalled the moment vividly, stating, “Since they started the fight, I shot back.” During the intense dogfight, which lasted about 35 minutes, Williams shot down four MiGs while surviving heavy incoming fire.

It was only after the dissolution of the Soviet Union that the records of such encounters became public. In 2020, he was awarded the Navy Cross for his valor, the highest combat distinction for Navy and Marine Corps personnel.
Legislative Support for the Medal of Honor
California Representative Darrell Issa advocated for Williams to receive the Medal of Honor, leading to legislative changes that allowed for this long-overdue recognition despite the five-year requirement for such awards. Issa stated that Williams’ heroism undoubtedly saved the lives of fellow pilots and crew members.
The timing of the award is poignant, as it coincides with the anniversary of Russia’s invasion of Ukraine, adding historical context to an already significant event.
