Malenfant Denies Blame Amid Gallant Report Criticism

Former SAAQ executive Karl Malenfant has publicly responded to allegations following the Gallant Report. This report accused him of favoritism and concealing information related to the SAAQclic project. Malenfant held a press conference in Montreal five days before the report’s release, outlining his defense in what he termed an “eight pillars of truth.”
Malenfant’s Defense Against Allegations
During the over-hour-long presentation, Malenfant denied all accusations levied against him. He addressed a “negative conclusion” notice he received from the Gallant Commission during the holiday season, which provided him the chance to respond to the claims made against him. According to Malenfant, he is facing 48 specific allegations that could feature in the final report.
Accusations of Impropriety
One key allegation suggests that Malenfant ensured SAAQ contracts were awarded to acquaintances, in violation of contractual regulations. These allegations were previously highlighted during commission hearings last spring.

Former SAAQ CEO Nathalie Tremblay is also implicated in the report. Allegations suggest she, along with Malenfant, misallocated funds within the significant SAAQclic contract, a move deemed unlawful under the contractual terms.
The commission suggested that retaining project control hindered accountability regarding the performance of the contract awarded to the LGS and SAP consortium.
