Texas Democrats, De La Cruz Approve ACA Subsidy Extension

The U.S. House of Representatives has approved a three-year extension of Affordable Care Act (ACA) subsidies, thanks to bipartisan support. The pivotal vote occurred on Thursday, with 17 Republicans, including Rep. Monica De La Cruz from Edinburg, aligning with the Democratic minority in favor of the measure.

Background on ACA Subsidies

Millions of Texans utilized the ACA tax credits last year, significantly reducing their health insurance premiums. This issue became a focal point during last year’s government shutdown and is expected to play a critical role in the upcoming midterm elections. The ACA tax credits, which were initially expanded in 2021, had contributed to a notable increase in Texas’ ACA enrollment.

Key Vote Details

  • The bill passed with a vote of 230-196.
  • All 12 Texas Democrats supported the extension.
  • Twenty-two other Texas Republicans opposed it.
  • Two Republicans, Michael McCaul and Wesley Hunt, did not participate in the vote.

Democratic representatives celebrated the vote with applause and cheers. Notably, Houston Rep. Sylvia Garcia shared high-fives with her colleagues, while Al Green waved his cane in joy.

Challenges Ahead in the Senate

Despite its success in the House, the bill faces significant hurdles in the Senate. To pass, it will require the backing of 13 Republicans and all Democratic senators, ensuring a total of 60 votes. However, this House passage might encourage a bipartisan group in the Senate to seek a compromise.

Impact on Texans

With the expiration of ACA tax credits at the end of last year, many Texans are anticipated to downgrade or drop their coverage due to rising premium costs. This change is especially impactful in South Texas, where over 20% of residents are enrolled in the ACA across several counties, including Duval, Hidalgo, and Starr.

Rep. De La Cruz’s Stance

Rep. De La Cruz expressed her commitment to addressing rising healthcare costs in South Texas. She emphasized the need for bipartisan cooperation to enhance options for families and ensure transparency in prescription drug pricing. “This vote is in the best interest of South Texas families,” she stated, highlighting the importance of these credits for her constituents.

De La Cruz, alongside Reps. Henry Cuellar and Vicente Gonzalez, has been involved in discussions to reform and extend ACA subsidies. Following a failed attempt to advance a compromise bill, some moderate Republicans collaborated with Democrats to force Thursday’s vote through procedural motions.

By siding with Democrats on this crucial healthcare issue, De La Cruz has potentially transformed a damaging narrative ahead of her 2026 campaign, where health care is expected to be a central theme.
