Electric Vehicle Drivers Confront London Congestion Charge for First Time

Electric vehicle (EV) drivers in central London now face the city’s congestion charge. This change marks the first time EVs have been required to pay the fee, which aims to reduce road congestion.

Changes to the Congestion Charge

Mayor Sir Sadiq Khan announced in November that the exemption for EVs would end. As of January 2024, the daily congestion charge for non-electric vehicles increased from £15 to £18.

  • The congestion charge was introduced in 2003.
  • It applies to central London from 7 am to 6 pm on weekdays.
  • Weekend and bank holiday charges are active from noon to 6 pm.

Previously, battery-powered EVs enjoyed a 100% discount on the congestion charge. Starting January 5, this rate has decreased to:

  • 25% for cars
  • 50% for vans and lorries

Future Changes to EV Discounts

The discounts for electric vehicles will undergo further reductions. By March 4, 2030, EVs will receive:

  • 12.5% discount for cars
  • 25% discount for vans and lorries

Residents living within the congestion charge zone can benefit from discounts of up to 90%. However, new residents moving into the zone after March 1, 2027, must use an electric vehicle to qualify for any discount.

Impact on Drivers

This change comes just before “Manic Monday,” anticipated to be one of the busiest days for drivers returning to work. The AA has warned of potential increases in breakdown calls as vehicles that remained static during the holiday season are put back on the road.
