Oklahoma Man Charged with Shooting Woman During Target Practice

An Oklahoma man has been charged with first-degree manslaughter following a tragic incident during target practice. Authorities report that a stray bullet fired from a gun struck and killed a neighbor who was sitting on her porch several blocks away.
Incident Details
Sandra Phelps, 33, was outside her home on Christmas Day when the incident occurred. She was holding a child when a bullet hit her in the upper right arm, subsequently entering her chest cavity. Witnesses reported that she remarked on the sound of gunfire, exclaimed “ouch,” and then collapsed.
The Stephens County Sheriff’s Office responded to the scene and found Ms. Phelps unresponsive. She was pronounced dead approximately 20 minutes later. The tragic nature of this event has raised significant concerns about firearm safety.
Accused Shooter
Cody Wayne Adams, who is 33 years old, is the man charged in connection with this incident. He had recently purchased a Glock .45-caliber handgun, intended as a present for himself. During questioning, Adams stated he had been practicing by shooting at a drink can from his backyard, roughly half a mile from where the victim was sitting.
According to an affidavit from Stephens County Sheriff’s Captain Timothy Vann, deputies suspect Adams had fired the fatal shot. It was noted that he became visibly distraught upon learning about Ms. Phelps’ death.
Legal Proceedings
Mr. Adams was charged and booked into jail on December 26. He was later released on a $100,000 bond. His upcoming court appearance is scheduled for February 25. As part of his bail conditions, he has been ordered not to contact the victim’s family.
