Rep. Ilhan Omar Demands DHS Clarify Twin Cities ICE Crackdown

Minnesota Congresswoman Ilhan Omar is seeking clarification regarding the recent immigration enforcement actions in the Twin Cities. In a letter addressed to U.S. Department of Homeland Security officials, Omar raised concerns about alleged racial profiling and excessive force used by ICE agents during Operation Metro Surge.
Concerns Over ICE Actions
Omar’s letter highlighted testimonies from witnesses describing “blatant racial profiling” as part of ICE operations. The congresswoman asserted that these actions appear to be a reaction to inflammatory remarks made by former President Donald Trump about Somali individuals, including herself. Omar characterized this crackdown as disturbing.
Context of the Surge
The scrutiny of ICE coincides with ongoing tensions surrounding immigration policies that have affected Minnesota’s Somali community profoundly. Omar herself emigrated from Somalia at the age of 12, obtaining her U.S. citizenship by 17. She pointed out that over 90% of Somalis in the U.S. are citizens, emphasizing that Minnesota has the largest Somali population nationwide, with more than 107,000 residents identifying as Somali.
ICE Enforcement Statistics
According to Omar, the focus of ICE operations seems misdirected. Instead of targeting individuals with judicial warrants, agents are allegedly stopping Black and Brown residents randomly in public spaces. In a recent update, Homeland Security confirmed that over 400 arrests have occurred since the operation commenced on December 1.
Request for Accountability
In her letter, Omar called for a detailed report on ICE’s actions that includes:
- The total number of arrests made
- The number of detained citizens
- Details about warrants prepared in advance for the operation
- The estimated cost of the operation to taxpayers
Allegations of Fraud and Terrorism Links
Additionally, the conversation surrounding ICE actions intersects with ongoing federal investigations into significant fraud in Minnesota. U.S. Treasury Secretary Scott Bessent announced that the investigation seeks to uncover whether fraudulent financial practices have inadvertently financed terrorism abroad, particularly in relation to the Al-Shabaab group in Somalia.
Preliminary estimates suggest that fraud has cost Minnesota taxpayers hundreds of millions. Omar has expressed support for further investigations, acknowledging the negative impact such financial schemes have on the Somali community as a whole.

The congresswoman underscored that the actions of a few individuals should not tarnish the entire community’s reputation. “As Minnesotans, we are outraged by the defrauding of taxpayer dollars,” she stated.
