The International Contact Group for the Great Lakes (ICG), which includes multiple European countries and the United States, has expressed serious concerns regarding recent violence in South Kivu, located in the eastern Democratic Republic of the Congo (DRC).
Key Developments in South Kivu
The ICG’s statement comes in response to the renewed offensive by the March 23 Movement (M23), which is reportedly receiving support from Rwanda. This escalation around Uvira threatens not only the DRC but also the stability of the entire region.
Concerns Over Civilian Safety
One alarming aspect is the increased use of attack and suicide drones in the conflict. Such advancements represent a critical escalation of hostilities and put civilian lives at grave risk.
Urgent Calls for De-escalation
- The ICG urges M23 and the Rwanda Defence Force (RDF) to cease all offensive operations in eastern DRC immediately.
- It calls for the RDF to withdraw from the region, as outlined in United Nations Security Council Resolution 2773.
- The ICG emphasizes the need for M23 to adhere to the Declaration of Principles, which was signed in Doha on July 19, 2025.
Commitment to Protect Civilians
All involved parties are reminded of their obligations to protect civilians. The ICG stresses the importance of abiding by UNSC Resolution 2773 and the Washington Accords established on December 4, 2025.
Framework Agreement and Humanitarian Access
There is an urgent need to avoid any escalatory language or actions that could further endanger the civilian population. The ICG highlights the significance of maintaining progress achieved through the Framework Agreement, which was signed in Doha on November 15, 2025, between the DRC government and M23.
Lastly, the ICG calls on all actors to recommit to the ceasefire and ensure safe, unrestricted humanitarian access. This is critical for delivering essential assistance to those affected by the ongoing conflict in South Kivu.
