Province Develops Plan to Rescue Zeeland Countryside

The Province of Zeeland has initiated a comprehensive strategy aimed at improving the rural environment through the Programma Landelijk Gebied. This plan is a continuation of the earlier Zeeuws Gebiedsprogramma, which began in 2023. It seeks to address vital issues concerning nature, agriculture, water quality, and climate change.

Objectives of the Programma Landelijk Gebied

On October 24, 2025, Zeeland hosted a roundtable discussion to outline the objectives of the Programma Landelijk Gebied. The key aim is to find a sustainable balance between nature, agriculture, water quality, freshwater availability, and climate adaptation. The province acknowledges various challenges in rural areas and aims to propose effective solutions.

Identified Challenges

  • Declining Biodiversity: Natural habitats in Zeeland, including areas from Verdronken Landen of Saeftinghe to Westkapelle, are diminishing.
  • Water Quality Issues: Salinity and pollution in water bodies are critical concerns.
  • Pressure on Farming: Farmers face increasingly stringent regulations and financial instability.
  • Climate Change Impact: Rising sea levels and extreme weather pose significant risks to the region.
  • Fragmented Policies: Coordination among different stakeholders is lacking, complicating progress.

Strategies for Improvement

Biodiversity Recovery

The program aims to rehabilitate existing natural areas while creating new ecosystems. This includes transforming grasslands into flower-rich meadows and planting forests. A “groenblauwe dooradering” strategy will be implemented to enhance habitat connectivity.

Water Management Enhancements

To improve water quality, the province plans to retain water within landscapes by adjusting the depth of canals and establishing small-scale water retention facilities. Stricter regulations regarding fertilizers and pesticides will also be enforced.

Support for Farmers

The introduction of conversion funds will assist farmers transitioning to sustainable practices. The province will promote innovative agricultural techniques, including precision farming and cultivating salt-tolerant crops.

Climate Resilience Measures

Zeeland is committed to increasing green spaces and implementing natural climate buffers. These initiatives aim to manage stormwater effectively and enhance local ecosystems.

Funding Requirements

The execution of this ambitious plan is projected to require approximately 260 million euros from 2025 to 2030. This funding will draw from various sources, including national government programs, provincial funds, and European subsidies.

Community Engagement and Future Steps

Residents of Zeeland are encouraged to engage in the planning process. Until December 16, 2025, community members can review the Programma Landelijk Gebied and submit feedback. Responses will be addressed in early 2026, followed by the finalization of the program in the second quarter of that year.

As highlighted by Regional Minister Wilfried Nielen, the collective effort of citizens, farmers, and organizations is vital for shaping the future of Zeeland’s rural landscape.
