Disruptive behavior by airline passengers has prompted a significant regulatory response in France. Starting November 8, 2025, fines up to €20,000 will be imposed on individuals exhibiting antisocial behavior on flights. The new decree aims to enhance air travel safety and ensures that offenders face substantial penalties, including possible flight bans.
Steep Fines for Antisocial Passengers
The French Minister for Civil Aviation is authorized to impose fines of:
- €10,000 (£8,810) for first-time offenders
- €20,000 (£17,600) for repeat offenders
Among these violations are:
- Using prohibited electronic devices during the flight
- Obstructing flight crew’s safety duties
- Refusing to comply with safety instructions
Flight Bans and Reporting System
More severe cases may result in a boarding ban lasting up to four years. A database will be created to help airlines report “harmful behavior,” overseen by the French Civil Aviation Authority.
Philippe Tabarot, the Minister of Transport, emphasized the significance of this ruling. He stated, “The safety of passengers and crew is our absolute priority.” He described disruptive behavior as unacceptable, noting that it endangers flight safety and affects crew conditions.
Growing Concerns Over Flight Safety
The introduction of these measures acknowledges a worrying trend in airline incidents. The International Air Transport Association (IATA) anticipates one disruptive incident per 395 flights by 2024. Furthermore, the European Aviation Safety Agency (EASA) reports between 200 and 500 incidents each month in Europe alone.
Simon Calder, a travel correspondent, has stated that although a €10,000 fine for a minor oversight like forgetting to switch to airplane mode may seem harsh, it serves as a necessary deterrent against unsafe and disruptive actions onboard.
