Charles Milliard, the leader of the Liberal Party of Quebec, has articulated a clear vision focused on economic growth and rational governance. During a recent speech in Estrie, he emphasized that politics should not be a popularity contest but should prioritize a rational approach to elevate Quebec’s economy.
Liberal Party’s Commitment to Economic Growth
The Liberal Party gathered in Sherbrooke for its final general council meeting before the upcoming elections. The central theme of the meeting was the economy, with Milliard stating, “The PLQ is becoming the only true economic party in Quebec again.” This marks a significant shift after eight years dominated by the CAQ’s economic nationalism.
Tax Cuts for SMEs
- Milliard pledged to gradually reduce the corporate tax rate for small and medium-sized enterprises (SMEs) from 11.5% to 10%.
- This commitment follows Christine Fréchette’s announcement of another tax cut aimed at benefiting 75,000 SMEs.
- SMEs contribute three-quarters of Quebec’s GDP, highlighting their importance to the province’s economy.
Reindustrialization Goals
The Liberal leader aims to increase the manufacturing sector’s contribution to the GDP from 12% to 15% by 2035. He argued that Quebec needs to return to being a production economy and pursue reindustrialization efforts.
Reducing Bureaucratic Barriers
Milliard has also committed to minimizing administrative burdens on SMEs. He proposed an immediate moratorium on any new regulations that may complicate the business landscape. An informal vote at the general council revealed strong support for prioritizing deregulation over potential tax cuts.
Creating a Favorable Business Environment
In his address, Milliard expressed the need for a “Yes” economic culture in Quebec. He stated that the role of the Prime Minister and the cabinet should be akin to that of “chief developers.” He criticized the existing “No” culture that has hindered numerous projects in the province. However, he did not specify examples of halted initiatives when pressed.
Future Policy Directions
Milliard indicated plans to unveil a new forestry policy that would benefit businesses, although he refrained from elaborating on the details of his forthcoming strategy regarding the French language. This announcement is expected before June 21.
