Quebec Liberals Unveil Top Strategy to Safeguard French Language

Quebec Liberal Party leader Charles Milliard has announced that safeguarding the French language will be a primary focus as the province approaches its general election scheduled for October. This declaration was made during the party’s general council in Sherbrooke, Quebec, where they are outlining their electoral strategies.

Protecting the French Language in Quebec

Although the details of Milliard’s language protection plan remain under wraps, he emphasizes that it surpasses the approaches of both the Coalition Avenir Québec (CAQ) and the Parti Québécois (PQ). The PQ, currently holding seven seats in the Quebec legislature, has led the polls for several months, with the Liberals closely following.

Current Language Situation

  • Benoît Dubreuil, Quebec’s French language commissioner, criticizes existing language laws as insufficient to preserve the status of French.

Previously, Milliard wavered on continuing the clause that overrides Charter rights as protection for Bill 96, creating ripples within his party and among the anglophone community. He later clarified his intention to revise Bill 96, assessing the necessity of this clause.

Stance on Education Laws

  • Liberal lawmakers have opposed a recent proposal aimed at expanding language laws in vocational training and adult education.
  • Member Jennifer Maccarone advocates for removing enrollment caps in English-language CEGEPs, challenging current requirements for French course completion.

Focus on Economic Development

During the weekend convention, Milliard also underscored the importance of economic growth. He called for improved support for small and medium-sized enterprises and enhanced efficiency in public service sectors such as healthcare and education.

He assured attendees that the Liberal Party will develop a financial plan that prioritizes a balanced budget through revenue generation and managed spending. Milliard, with a background as the head of the Quebec Chamber of Commerce federation, stressed the reliability of this forthcoming economic strategy.

With the CAQ government proposing Bill 8 to extend the Charter of the French Language further into adult education and vocational training, as many as 27,000 students may be required to shift from the anglophone to the francophone schooling system. However, the passage of this bill seems unlikely before the provincial elections.
