Romania Secures Key Defense Contracts with SAFE Billions

Romania has taken significant steps to strengthen its defense capabilities. Recently, the country signed multiple key contracts under the SAFE initiative, aimed at enhancing military readiness and modernizing its forces.
Key Defense Contracts Signed by Romania
1. Mini UAS Class I for Surveillance
The first contract, valued at €30.7 million (excluding VAT), was awarded to Quantum Systems. This agreement includes the delivery of 34 Vector systems and 15 Scorpion kits. The completion date for this delivery is set for 2027. These systems will bolster Romania’s surveillance missions and complement existing capabilities.
2. MANPAD MISTRAL Air Defense Systems
A second significant contract focuses on acquiring MANPAD MISTRAL systems, a type of short-range air defense capability. Signed with the French Ministry of Armed Forces, the deal encompasses the joint acquisition initiative among several European nations. The contract totals €625.591 million (excluding VAT) and includes:
- 231 MANPAD systems
- 934 MISTRAL missiles
- Training and logistics support
- One simulator and training ammunition
3. Multifunctional Transport Platforms
Additionally, Romania signed a contract with IVECO Defence Vehicles S.p.A. for multifunctional wheeled transport platforms. This contract, stemming from a framework agreement established in 2019, amounts to 1.069 billion lei (excluding VAT) and involves the delivery of 860 platforms in 16 configurations, scheduled between 2026 and 2028.
4. 35×228 mm Ammunition Procurement
Through the NATO Support and Procurement Agency, Romania has also secured a contract for 87,360 rounds of 35×228 mm LINKED HEI-T ammunition. This agreement, valued at €23.356 million (excluding VAT), is expected to be fulfilled by 2027.
Safe Initiative Implications for Romania
The Romanian Ministry of Defense is actively seeking solutions to overcome procedural and commercial hurdles to adhere to the SAFE initiative’s timeline. Under the provisions of SAFE, Romania is permitted to borrow funds at an interest rate of up to 3% to finance its armament programs, with the repayment period starting in 2035.
This initiative is structured to provide Romania with favorable borrowing conditions, including flexible repayment terms of up to 45 years and a grace period of 10 years before repayment begins.
These contracts reflect Romania’s commitment to enhancing its defense posture and ensuring operational readiness in collaboration with European partners.
