HMRC May Reclaim Up to £300 from Two Million Pensioners’ Accounts

Recent changes to the Winter Fuel Payment may affect approximately two million pensioners who could be required to repay up to £300. Starting in November, the government will implement a new income cap, restricting eligibility to those earning less than £35,000 annually.
Winter Fuel Payment Changes
The revisions to the Winter Fuel Payment will permit around 7.4 million pensioners to continue receiving aid for heating costs. This initiative comes after Labour reversed their initial decision, which aimed to limit the payments to only the lowest-income retirees.

Payment Distribution and Recovery Process
The payments will be automatically issued to eligible pensioners without requiring any action on their part. HMRC will reclaim overpayments through the taxation system instead of deducting directly from bank accounts.
As financial journalist Dan Whitworth clarified, the recovery method will utilize the Pay As You Earn (PAYE) system. This means that money owed will be deducted monthly from pensions or salaries through alterations to tax codes.
Repayment Timeline
Repayments will commence in April 2026 and continue through the 2026-2027 tax year. For those involved in Self Assessment, the deducted amount will be reflected in the tax return for 2025-2026, due by January 31, 2027. For paper returns, the deadline is set for October 31, 2026.
Government Guidance
HMRC has stated that most repayments will occur automatically via the tax code. Individuals registered for Self Assessment will have their payments incorporated into their tax bills. The government offers online resources, including guidance and a calculator, allowing users to determine if repayment will be necessary.
Future Adjustments and Options
Changes to the payment system are anticipated in 2027. HMRC plans to collect two separate payments that year: one for recovering overpaid support from 2026 and another in advance for the forthcoming payment in 2027. This could lead to some individuals experiencing deductions of up to £600 throughout the year.
For pensioners who believe their income will exceed the £35,000 threshold, the option to opt out of receiving the Winter Fuel Payment for 2026 will be available. Details on how to proceed will be provided starting April 1, 2026.
