Rural shopping is set to undergo a significant transformation in the near future. The Brandenburg government has proposed changes to existing regulations, aiming to enable Smart Stores to operate around the clock.

24/7 Shopping in Rural Areas

The proposed changes are designed to enhance accessibility in underserved areas. This initiative follows a model similar to “Tante Enso,” where community members invest in local stores.

Community Investment Requirements

  • In Wustrau, at least 300 residents need to each invest €100.
  • This investment allows community members to become shareholders in the store.

Operational Efficiency

For the Smart Stores to be profitable, they must remain open 24 hours a day. Interestingly, 20% of their revenue is generated on Sundays, despite current laws limiting Sunday operations to exceptional cases.

Legal Changes for Smart Stores

As the demand for continuous access to shopping increases, the Brandenburg government, comprising the SPD and CDU parties, has initiated a change to the store opening law. If approved by the Landtag, stores up to 250 square meters will be able to operate 24/7, including on holidays, provided they do not require staff to function.

Societal Impact and Support

  • Johannes Wagner, the State Secretary of the Ministry for Labor, Social Affairs, and Health, emphasizes the need for equal living conditions.
  • The proposed measures aim to strengthen community cohesion while adhering to existing labor protection laws.

Wagner believes that allowing 24/7 stores will significantly improve accessibility in regions currently lacking in store provisions. However, the ultimate decision regarding the establishment of Smart Stores will rest with local municipalities.

This initiative represents a shift toward more inclusive rural shopping, aligning with constitutional principles and regional agreements. It aims to cater to community needs while ensuring profitability and operational efficiency.
