Quebec Loses Control of Open Data Portal Due to Mismanagement

The open data portal of the Quebec government faced accessibility issues due to administrative mismanagement. On Sunday morning, users attempting to access the website encountered a message indicating that the domain “donneesquebec.ca” had expired. The confusion arose when users were directed to a GoDaddy page, which offers the domain for sale at $119.99. This incident raised concerns about the management of provincial digital assets.
Cause of the Inaccessibility
The situation was resolved by Sunday evening. Gilles Bélanger, the Minister of Cybersecurity and Digital, attributed the problem to an expired credit card and staff changes. He emphasized that internal policies were not followed adequately by the staff member responsible for this domain. Yvan Fournier, the Deputy Minister, confirmed that the government regained control of the domain. He assured that a comprehensive audit of all domains owned by Quebec would commence the following day.
Future Protection Measures
To prevent future issues, the ministry plans to implement mechanisms for better monitoring and protection of domain registrations. The urgency for such measures was underscored by cybersecurity consultant Patrick R. Mathieu, who expressed concerns over the government’s digital asset management. He noted that failing to maintain a critical site like the open data portal was alarming.
A Brief History of the Portal
Established in 2016, the open data portal provides access to thousands of datasets for the public. Cities such as Montreal, Quebec City, Gatineau, and Sherbrooke collaborate in maintaining this resource. Under the ministry’s supervision, the portal’s hosting, maintenance, and advancement are aligned with the Governance Committee of Données Québec.
Political Response
Concerns were also raised by Member of the National Assembly Marwah Rizqy, who expressed surprise at the incident. She took initiative to negotiate the purchase of the domain “donneesquebec.ca” and secured similar domains to prevent potential fraud. Rizqy plans to return these domains to the government without charge.
